She also reported that there is now a moratorium on buses franchise with the exception of CNG buses
DOTC priority on the improvement of public transport system --- establish BRTs (buses) in NCR, Davao Cebu, extension of LRT, promotion of non motorized transport, clean energy devt with DoE , promotion of CNG for buses, train dev system.
Sec Lontoc noted that Green Transport is moving with the initial implementation of the national policy adopted last year. She reported that this has been put forward in the ongoing MTPDP and 16-point PNoy agenda
Congressman Mercado noted that there is a need for stronger and updated legislation to push extra ordinary actions for climate change now. He welcome the note from DOTC that a draft "Transport Policy Act" will be submitted to congress soon
Another concern raised was the access to the Ilahan CNG plant. Transport groups wants to access this but it was explained that the DoE contract limits its use for energy and not transport. DoE is now working on this
The price of CNG fuel was raised and noted that the law required that for 7 years this is not supposed to be raised. Concerns were raised that already it has been raised.
He welcome being joint petitioner with PK on a "Writ of Kalikasan" and explained to DENR-EMB that this is a way to help DENR to its job if they have difficulty to do it themselves.
PK intervened and said that the Party Institute will be joining Congressman Mercado file this petition for "Writ of Kalikasan" is no action is taken. Cong Mercado requested to DENR EMB present to try to deliver the Admin Order in 2 weeks
Cong Mercado noted this and warned that if no action is taken, another way of helping the kind Secretary is for the filing of a "Writ of Kalikasan" with the Supreme Court to compel government to act
But Paje also noted that government does not have the full information. He said that we have not monitored the PM10 (particulate matter) as required by the clean air act. we need to do this he said
Paje yielded and give an order to the present staff of DENR EMB publicly in the forum to already draft administrative order for the declaration of "non compliance" of EDSA! He said it will be "SOON"
PK noted that the 3 interventions spelled out by Paje requires cooperation with other line agencies. We reminded the Secretary to focus on what he can immediately do within DENR and this is about the declaration of "non compliance" status to allow extraordinary power to DENR to act

CSCCSD will attempt a joint mtg or at the least remind these CSOs to submit to NEDA their reformulation+ reference to their respective chapters and to CC CSCCSD Sect

DENR chair noted that the shift has been so far in valuing the environment services in relation to poverty issues...
GC also noted that we need to mainstreamed the environment-lens across our development paradigm where there is a competing hegemonic paradigm and institutional constraints
GC reps assert that we should first answer the hard questions: is our past development frame flawed or not? have we really used PA21 or not?
CSCCSD added that the "use it or lose it" item in the mineral industry should mean that the permit holder looses it permanently and not just transfered to another holder. the group simply noted it!
CSCCSD raised that the portfolio approach could be in conflict with the CBFM approach. DENR assured them that it is based on CBFM and all will be involved in local land use planning that will define these investments
CSCSSD said that in the last meeting we agreed that we use the cost benefit analysis but not only to mining but all other resource. so this should be changed.
DENR convenor said that the group is in a dilemma because since there is a mining law, they are duty bound to implement it. perhaps fighting mining should take the legislative track
Aksyon Klima reiterate that mining is a wrong thrust in the last MTPDP and ATM continues to assert this now.

what was discussed now is just a situationer of the resource. the next step is really on the assessment of the accomplishment of the previous MTPDP on ENR, NEDA clarifies
NEDA said that the IP concerns will be in the social chapter. Climate change and the tenurial instrument status will be in this chapter
AK ask where the IPs & climate change concern are integrated in the MTPDP? NCIP will develop their masterplan soon and he ask if it will be integrated in the MTPDP.
Aksyon Klima raised the need to include the status of tenurial instrument and the reference of the Philippine Agenda 21 as basis for the formulation of the ENR chapter
compromise text on these issues on how to present the mining situation will be worked out by the parties concerned
MGB questioned the "flawed" FPIC and the data on encroachment of mining on protected areas coming from ATM. he suggest a softer term than flawed and that we should ask PAWB itself for the data
MGB affirmed the error in the draft on the value of mining contribution to GDP
Aksyon Klima raise question about the contribution of mining to GDP. Also he raised the ff social problems: flawed FPIC process and the opposition of LGUs and affected communities

CI Phils added that we should include inclusion of the issues of invasive species and its effect to biodiv

on illegal logging, since there is no baseline map, any data on illegal logging may be hard to rationalize said NEDA sect...
CSCCSD noted that the biggest value of the forest is not on the forest products per se . We might undervalue it unless we can put a figure in say the role of forest in carbon capture, aquafier, etc...
To balance the gloomy data from the ENR draft, it was suggested that the potentials of gains from says production forest, etc should be integrated
CI Phil asks what ecosystem services values we already have? if we dont or we lack it, it must be addressed.

she added that previous agreements is that we "green" the entire MTPDP including economic development.

CI said that there is really a problem of our economic valuation system -- environmental services do not have a value in our economic formulations. if we do this, we can get more financing!
another government rep said that the data on poverty and environment are in the NSO data on FIES.
Aksyon Klima rep said that the poverty data clearly shows that these are the communities most dependent on natural resource... he suggested this be use as data input to justify the earlier statement!
NSO said they do not have data on environment only on water, sanitation, etc. (comments -- data is available somewhere else but it seems NSO is not in control of all of them. arent they suppose to be on top of data management?)
NSO rep questioned the statement that the state of the country's environment is felt most by the poor. She said it is not supported by data.
remaining issues include: a) mining deadlock, b) portfolio approach to foreign investments for forest management, (& other END financing)

Red said that Metro Manila according to this survey may be ready to pay for e-vehicles...
Red noted that Ateneo economist Jamil Francis did a survey (1500-2000 survey) in Metro Manila resulted that 42% of household were willing to pay more electricity to buy back diesel jeepneys to go e-jeep
Binay said that if we really want, we can push this. We can find a way to go beyond the "palusutan" of some groups/institutions
Red also noted that we need to focus on key pilot areas where there is already strong commitment and leadership. Expanding from such models as Puerto Princesa, Makati. etc
Red noted that we may not necessarily do a petron station type charging facility. What we might be able to develop is a ro-ro type battery replaces/charging that is already a practice being done now with our tricyles...
Red noted that the responsibility of investments should not be the responsibility of one group alone. It must included a large number of supporter. What is needed right now is someone who will play the convening role to make this happen!
Pangilinan said that WWF Chair Vince estimates 5M$ in 3 years for the development of E-Jeepney and E-Triclycles. He said Meralco will contribute to this....
Binay noted that even in Makati, it took 2 years for their e-jeepney was allowed to be registered coz our laws are bias for "motor" vehicles.. we must review and change this...
Again Pangilinan noted that the source of these power stations must by itself greens noting that Meralco is moving into energy generation of the renewable types...
Pangilinan noted that the range of e-vehicle is another challnege. E-jeep is about 60-80kilometer. 40-60Kilometer for tricyle. We need enabling infrastructure - charging stations
Pangilinan noted that bringing the market share of e-vehicle is very important to make e-vehicle affordable. we need to create an indigenous industry on e-jeepney!
Red noted that e-vehicles can promote green jobs that will help us leap-frog to a globally competitive new economy...
Red noted that another problem is financing of e-vehicle by the banks... at the moment, banks is not keen on doing this.
Lory Tan of WWF noted that the biggest challenge is to mobilize private sector support. Now with Meralco and others taking the lead, we must get the government support like simplyfying e-vehicle registrations, etc.
Red Constantino of ICSC noted the role of VP Binay in promoting the E-vehicle and piloting some of them in Makati before and riding the e-jeep in his inauguration!

Pangilinan concluded that the 3rd challenge is really the need to have the main source of energy for our power plants are from renewable sources
Pangilinan added: (2) the needed infrastructure must be there including charging station which by itself must be powered by renewables
Pangilinan noted 3 challenges: (1) price of e vehicles: of 65OT per unit as compare 350-450T. One option is to link it to carbon credit
Pangilinan announced that Meralco and other energy companies are prepared, subject to proper planning to support the development of e-vehicles.

DENR Sec Paje said that electric vehicle is a comparative advantage to the Phils but he did not elaborate. We think DENR is not ready for this...
DENR Sec is discussing traffic problems' contribution to pollution. i thought this is about electric vehicles? is he supportive or not? hahaha
DENR Sec Paje notes that in the Philippines, 20% of air pollution is from stationary sources and 80% is from mobile sources (vehicles)

Sec Abad wants to see a 6th cluster on climate change adaptation and mitigation... hinting the possible leadership of Dr Neric Acosta...
Sec Abad notes that there are 5 cabinet clusters working - subclusters on governance/anti corruption, poverty reduction, economic development, peace & security and political consolidation...
Sec Abad wants a presentation of the climate change action framework to the cabinet.
Sec Abad explains that this is being done to give ample time to get inputs from all sectors, including the local sectors. Aiming submission of budget a month earlier -- before SONA
Sec Abad declares that we are making the budget call early for 2012. this will be done this month....
Sec Abad noted that in the 16-point PNoy platform agenda, 2 pertains to the environment...
Sec Abad ask how we can still influence the 2011 budget to finance climate actions. He assures the forum that we need to work on this for the 2012 budget
Secretary Abad of the Department of Budget and Management is now speaking with the authority of the President....
Red concludes -- push the 10 point Aksyon Klima agenda on climate change, remedial measures on the problematic unilteral actions, the need to Green the MTPD and to make the national budget climate sensitive...and to fix this leadership problem in the climate change commission!
Red also adds that there is a need to amend the IRR of the climate change law. the IRR puts too much power to the commission.
Red notes that the climate change law does not directly give 6 year tenure to the Vice Chair. this is given to the commissioner. this should give the President a free hand.
Red relays the need to communicate to the President to RESOLVE the leadership crisis in the climate change commission.
Red notes that the worse so far resulting from the act of unilateral decision of the CC commission vice chair is the choice of endorsing South Korea over Quatar to host the next COP in 2012 despite DFA earlier recommending Quatar who shares most of our interests in the CC negoatiations...
yet another is the designation of the Land Bank to manage UN adaptation climate change funds from the unilateral decision of the VIce CHair of the CC Commission -- Weds last week
another example, Red continues is the unilateral endorsement of the copenhagen accord which was taken as country submission when in fact it was a unilateral decision... this is a usurpation of authority. The President and DFA had to withdraw our signature...embarrassing the country!
for example the 5% emission cuts relative to 1990 level commitment of the country that was not subjected to consultation. such a cut should be the responsibility or reach country and not us adds Red
.. persistent, unilateral practice of lack of collegiality where decisions are made by one person instead of a group...
Red notes that the CC fund governance is in chaos...and also problem with the national climate change action plan with a flawed executive order that excluded key members in the commission -- a clear problem of collegiality.

Earlier this morning, there were 2 meeting of the Philippine delegation to Cancun held separately in two venues but at the same time. This clearly shows the internal problem of the climate change commission right now!
Comm Sering is now presenting the impacts of climate change in the Phils. She cites that 4.42 B $ for rehabilitation of the current damage needed!
Comm Sering emphasize that President Aquino requested that this forum on Philippine Climate Change Actions be convened.

the public hearing was postponed by Sen Zubiri. No CSO network made any intervention. Im not sure if there is any CSO group here. I did not notice anyone we know.
NCIP welcomed the NLUA bill citing that in all versions the recognition of tight to ancestral domain has been integrated
PEZA support the NLUA bill. They particularly promote the provision in industrial development and tourism development areas.
DND says they want representation in the land use council considering they are managing many military reservation areas
DENR rep says they dont believe in total log ban and says we need identification of areas for forest production zones
DENR rep emphasize on the value of a land use bill to identify proper areas for sanitary landfills and areas for forest production areas and mining areas.
DENR, DA, DPWH representatives all express support for the NEDA Board proposed Land Use Bill.
NEDA explains that the major difference between the NEDA bill and the bills in Senate now is that the NEDA bill is pushing for an actual plan (not indicative but predictive) and not just framework planning.
NEDA says that there is a NEDA Board-recommended Land Use Bill that is still being reviewed by the Office of the President
Sen Honasan clarifies that this bills are land AND water use legislation
culture-related line agencies were requested to submit a position paper on the current land use bills

DAR Sec says that for 2012 budget -- we can push a common budget that reflects the necessary harmonization in land use policy implementation.

Sen Honasan ask how this national land use will affect agrarian reform implementation. DAR Secretary admits that they have no macro development consideration to approve any conversion request coz their standards are narrow only on economic viability.
HUDC says that from the dadastral map as basemap, when other land use maps are overlayed, nothing is left. there is a need to rationalize all land use-related maps at the national level
HUDC explains that harmonization is done at the provincial level where all the related laws are considered before the provincial SBs are asked to amend CLUPs via provincial and municipal ordinances
Sen Zubiri asks who harmonizes the different land use law implementation citing as example situation in his home province - Bukidnon
HUDC says that NEDA looks at framework plan only while HULRB looks at actual land use in the CLUPs.
Sen Zubiri notes the there is an existing set-up for integrating difference land use policies. Sen Legarda asks if it is being followed? NEDA reports that at the provincial level it only provides a framework plan or simply a GUIDE (direction setting only)

HULRB says we need national land use necessary to ensure national plans towards resiliency to climate change. Adaptation and DRR integration in CLUPs are not clear coz these are new elements
If Comprehensive Land Use Plan (CLUPs) of LGUs 88% done according to HULRB. 216 LGUs dont have it yet, why the need for National Land Use - ask Sen Legarda again.
NEDA says there is still need for a national land use to reconcile conflicts of existing policies considering public safety and settlements
Sen Legarda asks whether we still need a Land Use Code and instead just harmonize existing laws, local land use plans (CLUPs), and the national physical FW plan
NEDA confrms the dilemma of lack of national land use. the land use committees have been upgraded into a cabinet-level body and part of NEDA board. there is a national framework for physical planning 2001-2030
Sen Legarda asks: "... in the absence of a national land use, what guides us on our land management?" How does existing laws promote cohesion - 4 laws + different mapping (like DENR's 80% done geohazards maps and DAs SAFDZs)?
Namria reports that some of our maps are 1950s and 1960s. Sen Honasan ask what it will take to modernize Namria to update all our maps. Namria adds not just new funds but also more time for the mapping.
Sen Zubiri noted that unclear boundaries impacts on IRA allocation. LGUs tend to over extend their boundaries for IRA purposes.
Boundaries on maps are not authoritative says Namria. LMB has authority on boundaries on LGUs. Zubiri noted overlapping functions on political maps
Namria reports only 40% covered with satellite imageries (topo maps). Whole of Mindanao and updated will take another 3 yrs.
Sen Zubiri declared that another mtg for nxt week. Warns Secretaries that they will be issued subpoena if they dnt show up. TWG process cnt strt without clear political support of sect

We congratulate the Australian Greens for a historic victory in the polls last Saturday. Now they will hold the balance of power in congress allowing green policies & programs to have more influence.

We also congratulate the leaders of Sibuyan Island for declaring a mining-free community. We commit to support sustainable enterprises to develop the island without the need for resorting to mining.



We are concern about DENR Secretary Paje's effort at "clarifying" the definition of open pit mining in this country where definition changes reality for the worst.

We support calls for the ongoing Nagoya Global Biodiversity Talks to bring back the centrality of biodiversity issues amidst the climate change and dessertification negotiations.

We are still waiting for the new Philippine government to clarify its development framework since a status quo to the current paradign will not deliver what we deserve.

Toxic consumer products, E-wastes & GMO trade and propagation continue to attack us relentlessly. More public education and continued mobilization is needed.

We welcome good news in plastic banning in Mexico, in of the court's upholding of graphic health warning in cigarettes, halting the disposal of coal ash from power plants and the private initiatives to help tricycle operators comply with the clean air law as well as business networking among green enterprises locally.

Partido Kalikasan welcomes the candidacy of Nicky Perlas

Partido Kalikasan (PK), an emerging national GREEN political party currently operating in 15 bioregional areas nationwide from Cordillera to Northern Mindanao warmly welcomes Comelec en banc Resolution 8743 allowing Nicanor Perlas to run for President in the 2010 elections.

As early as end of August, PK leadership have already resolved to explore the possibility of an alliance between PK and Nicky's political group on the basis of strong parallelism and synergy between our political agenda.

In the light of decisive political actions that is now necessary to confront the many environmental problems that our communities face; with the ill effects of climate change being on top of this list, we believe that we need a leadership that can galvanize our society to survive these problems and bring genuine sustainability to our development to resolve the root causes of poverty and lack of peace.

Nicky is being supported by a growing nationwide movement of local green groups and other community stakeholders under the leadership of PANGMASA, a political movement for new politics.

During the time Comelec was considering his petition to be allowed to run, various Green Parties from such countries as Australia and France also sent their letters of support for his candidacy.
