ProposedFramework for the Review

As we receive sufficient information on the budget formulations of the NCCAP, it is important that we have a framework to review how we will integrate this to the Alternative Budget for 2012.

We recommend that inclusion of budget items from the NCCAP to the Alternative Budget must prioritize the following considerations:

Priority for ecosystem conservation-focused adaptation actions; starting with the most vulnerable communities to climate change.
Priority for ensuring food self-sufficiency production systems that is resilient to climate change.
Priority for equipment, facilities and capacity development to allow most vulnerable communities for early warning systems for natural disasters aggravated by climate change.
Priority for building capacities of local communities to adopt to specific impacts ofclimate change.
Priority for fully mobilizing government human resources for climate change adaptation actions. Take into account the principles agreed on the operative principle on climate finance.
Allocationto allow the use of the NCCAP as a "Green Audit" mechanism for the PDP(2011-2016)

These climate finance operative principles are:

Adaptation as a national development & fiscal priority.
Funding for adaptation should come from public funds.
Funding for adaptation should be over and above ODA.
Loans should be a last resort, even for mitigation; should be untied and in concessional terms.
Discourage financing for adaptation projects that will be sourced from external loans(i.e. from bilateral/multilateral financing institutions), except for tech transfer where we are open to negotiate for loans, but in concessional terms.
Private sector investments and funds from market instruments can be supplement financial needs of the NCCAP but should be subjected to strict & fair regulatory mechanisms

Global warming should be limited to 1.5C, UN climate chief says

Christiana Figueres tells carbon trading conference that the current limit of a 2C temperature rise is 'not enough'

The world should be aiming to limit global warming to just 1.5C instead of the weaker current target of 2C, the United Nations' climate chief said on Wednesday.

Christiana Figueres, executive secretary of the UN Framework Convention on Climate Change, told an audience of carbon traders: "Two degrees is not enough – we should be thinking of 1.5C. If we are not headed to 1.5 we are in big, big trouble."

She said she had the support of the group of about 40 small island states – many of which are in danger of disappearing as sea levels rise – as well as most African countries and other least developed countries

While negotiators remain hopeful; including the Philippine delegations, to these ongoing global climate talks, nothing so radical that gives indication of coordinated global actions strong enough to bring down the global mean temperature increase to 1.5c is happening. There is high imperative but definitely low action at the level of the global community. While this indecision is happening, local communities and ecosystems are constantly ravage by the ill-effects of climate change; getting worst everyday. Partido Kalikasan chooses to prioritize local actions from climate change adaptation and the necessary governance policy in budget, development program, legislations and institutions to push for sufficient adaptation measures to combat climate change already happening. We are fully aware that from strong adaptation measures, we build our path towards effective mitigation. Taking cognizant that the current responsibility for the mitigation now that will stop and reverse climate change is among the industrialized countries and the fast-growing economies taking the same high-carbon economic path.

Tropical forests across Latin America, Africa, and Southeast Asia stored 247 gigatons of carbon — more than 30 years' worth of current emissions from fossil fuels use — in the early 2000s, according to a comprehensive assessment of the world's carbon stocks.

The research, published in the journal Proceedings of the National Academy of Sciences by an international team of scientists, used data from 4,079 plot sites around the world and satellite-based measurements to estimate that forests store 193 billion tons of carbon in their vegetation and 54 billion tons in their roots structure. The study has produced a carbon map for 2.5 billion ha (6.2 billion acres) of forests.

According to the study, forests in Latin America account for 49 percent of the total carbon stock, followed by forests of Southeast Asia (26 percent), and Africa (25 percent). Brazil's forests accounted for nearly a quarter of total biomass measured in the study. Democratic Republic of Congo (9.8 percent), Indonesia (9.3 percent), Peru (4.9 percent), and Colombia (4.1 percent) rounded out the top five countries, which together accounted for more than half (52.8 percent) of tropical forest biomass.

This carbon stocks global map will indeed pave way for moving the agreements on the REDD (Reduced Emission in Deforestation and Forest Degradation) as it will definitely provide a benchmark to measure reduction of greenhouse gas emission due to forest loss. The idea being that more industrialized countries who are the real culprits of climate change due to their past and ongoing rate of greenhouse gas emission must compensate developing countries for protecting, maintaining and improving their forest as carbon sinks.

Partido Kalikasan has no problem with the idea of compensation for the carbon sinks conserve and preserve. Our problem lies when such "payments" of industrialized countries become substitute for reducing their own level of greenhouse gas emission. Not only does it not promote the necessary lifestyle and systemic changes in the overly-consuming and wasteful societies and cultures of these industrialized countries -- rooted in greed and is the negative value that causes the current climactic, food and water crises that we have today --; it also limits the level of development; including sustainable utilization of our own resources that less industrialize countries have the right-to-development for.

In Filipino culture, we have a term for this equitable principle -- SAPAT. Literally it means the middle way. For those who have more, some should be taken away and distributed or PAID to others who have less. For those who have less, more should be given so that they reach a level of wellness commensurate to their human dignity and the dignity of mother earth.

Eco Farming is Superior But Remains Largely Unsupported!

Eco-Farming can double food production in 10 Years, says new UN report GENEVA (8 March 2011) – Small-scale farmers can double food production within 10 years in critical regions by using ecological methods, a new UN report* shows. Based on an extensive review of the recent scientific literature, the study calls for a fundamental shift towards agroecology as a way to boost food production and improve the situation of the poorest.

“To feed 9 billion people in 2050, we urgently need to adopt the most efficient farming techniques available,” says Olivier De Schutter, UN Special Rapporteur on the right to food and author of the report. “Today’s scientific evidence demonstrates that agroecological methods outperform the use of chemical fertilizers in boosting food production where the hungry live -- especially in unfavorable environments.”

Agroecology applies ecological science to the design of agricultural systems that can help put an end to food crises and address climate-change and poverty challenges. It enhances soils productivity and protects the crops against pests by relying on the natural environment such as beneficial trees, plants, animals and insects.

World Bank warns of 'failing' international carbon market

The UN carbon market is deeply dependent on the European emissions trading system, because European heavy industries are the biggest buyers of UN carbon credits. Photograph: Victor Fraile/Reuters

The international market in carbon credits has suffered an almost total collapse, with only $1.5bn (£916m) of credits traded last year - the lowest since the market opened in 2005, according to a report from the World Bank.

A fledgling market in greenhouse gas emissions in the US also declined, and only the European Union's internal market in carbon remained healthy, worth $120bn. However, leaked documents seen by the Guardian appear to show that even the EU's emissions trading system is in danger.

The international market in carbon credits was brought about under the Kyoto protocol, as a way of injecting much-needed investment into low-carbon technology in the developing world. Under the system, known as the clean development mechanism, projects such as windfarms or solar panels in developing countries are awarded carbon credits for every tonne of carbon avoided. These credits are bought by rich countries to count towards their emissions reduction targets.

Rich nations say on track with $30-B climate aid

OSLO/LONDON — Earthquake-hit Japan and many other rich nations are reaffirming pledges to give $30 billion from 2010-12 to help poor nations fight climate change despite budget cuts, a Reuters survey showed on Wednesday.

Climate aid has totalled $16.2 billion since January 2010, according to submissions to the United Nations by a May deadline. Poor nations have said much of the cash is from existing programmes and is not new as promised.

Donors were led by Japan, the European Union and the United States. Spending includes projects such as an Australian plan to help the Solomon Islands slow coastal erosion and investments by Tokyo in Africa to promote solar energy.

"Aid is definitely coming through the pipeline," said Liz Gallagher, an expert at the E3G environmental think-tank in London. But she said that many projects lacked ambition to help countries carry out a radical shift towards a greener economy.

Food prices to double by 2030: era of permanent food crisis will hit poorest people hardest and spark social unrest

The average price of staple foods will more than double in the next 20 years, leading to an unprecedented reversal in human development, Oxfam has warned. The world's poorest people, who spend up to 80% of their income of food, will be hit hardest according to the charity. It said the world is entering an era of permanent food crisis, which is likely to be accompanied by political unrest and will require radical reform of the international food system.

Research to be published on Wednesday forecasts international prices of staples such as maize could rise by as much as 180% by 2030, with half of that rise due to the impacts of climate change. After decades of steady decline in the number of hungry people around the world, the numbers are rapidly increasing as demand outpaces food production. The average growth rate in agricultural yields has almost halved since 1990 and is set to decline to a fraction of 1% in the next decade.

A devastating combination of factors ˆ climate change, depleting natural resources, a global scramble for land and water, the rush to turn food into biofuels, a growing global population, and changing diets ˆ have created the conditions for an increase in deep poverty.

An Anti Mining Church Must Not Invest in Mining Companies -- PK!

Catholic Church has billions invested in BPI, Philex, San Miguel

For most of us, it’s a given that the Catholic Church is rich. Proofs of that are their sprawling acres of land, large Church structures and buildings, and millions of pesos of cash collected from mass goers every week.

What a lot of people do not know, though, is that part of the Church’s wealth is its investment in the stocks of several Philippine companies. In fact, reports submitted to the Philippine Stock Exchange (PSE) show that the Church and affiliate Catholic groups are the top stockholders in companies such as the Bank of the Philippine Islands (BPI), Philex Mining Corporation (PX), San Miguel Corporation (SMC), Ayala Corporation (AC), and Phinma Corporation (PHN), among others.

The Roman Catholic Archbishop of Manila, for example, owns more than 300 million shares of BPI and is the bank’s 4th largest owner. How much are these shares worth? As of May 2011, this is valued at more than P17 billion. Yes, that’s seventeen billion pesos, with a B.

Aside from banking, the Roman Catholic Archbishop of Manila, together with its subsidiary hospitals and companies, is also invested in mining and construction.

As of March 31, 2011, it is the top 15th shareholder of Philex Mining Corporation (PX), the country’s biggest mining firm. It owns 3.2 million shares of PX currently worth more than P66 million.

Roman catholic institutions in the Philippines are investing in mining. This church having been so vocal and political on mining issue must be consistent with its political position. If they are anti mining, they should not be investing in mining corporations.

We call on the Roman Catholic Church to immediately remove their investments in mining. They cannot speak against it if they are earning out of it.

CCT Debt Trap -- Another Reason why Conditional Cash Transfer is Unsustainable!

IT HAS been described as an “investment in the next generation,” with its supposed results of millions of healthier, better educated Filipinos not expected to be realized anytime soon. But the Conditional Cash Transfer (CCT) program is also an investment that is drawing a substantial chunk of its capital from foreign loans, a fact that has many observers raising red flags.

“The poor of the future will be the ones who will carry the burden of paying off this debt,” says Freedom from Debt Coalition Executive Director Milo Tanchuling, who believes it would be better if the CCT relied on locally sourced funds. That the government is also vague about alternative funding prospects for the program has only made those like Tanchuling uneasy – and wondering if it’s an initiative that is sustainable.

Partido Kalikasan (Phil Green Party) agrees with PCIJ in their analysis of the CCT (Conditional Cash Transfer).

We criticize the social equity strategies and goals of the government as remaining dependent on dole-out systems such as conditional cash transfers which will only be effective in the short-term but will be unsustainable in the long term.

The PCIJ report clearly shows that CCT draws substantial chunk of its financing from foreign loans. This only reiterates the unsustainable nature of this anti poverty strategy.

We do not see this changing soon as event the recently approved PDP (Phil Devt Plan 2011-2016) continue to have more of this short-term social safety nets and remain weak on the more fundamental asset reform requirements.

We do not need a debt-increasing, short-term anti poverty strategy. What we need is stronger political support to the completion of agrarian reform and making agrarian reform communities economically viable; long-term solution to the plight of informal settlers; municipal water delineation; building the institutional capacity of agencies tasked at upholding IP rights to their ancestral domain and the further strengthening of community-based forest management.

Last May 27 as the joint forum-consultation of PKI (Eco Sustainability Institute) & NEDA on the Philippine Development Plan (PDP 2011-2016) and Low Carbon Economy was going on, NEDA (National Economic Development Authority) uploaded in their website the final copy of the Philippine Development Plan (PDP 2011-2016).

Partido Kalikasan welcomes this long-awaited finalization of the PDP. " Now we can determine which part of this government we can support and which part we will need to expose and oppose!" says Roy Cabonegro, PK Secretary-General.

After much criticism by many groups; including PK on NEDAs setting aside many inputs previously agreed in consensus in many previous consultations and instead pursuing its single-minded affirmation of neo-liberal development paradigm, government has largely been silent on the last few months over the finalization process of the PDP. Many groups were unable to further promote their critical views on the previous drafts because suddenly the consultation spaces closed up.

During initial presentations of NEDA to the President and legislators, copies of the latest draft were leaked and many groups; including PK came out with strong public statements on what they saw was the turn-around of previous agreements and the inclusion of many positions that we strongly opposed in the latest draft.

The MTPDP As Is May Not Be Sustainable!

PARTIDO KALIKASAN do not welcome the adoption of the Medium Term Philippine Development Plan (2011-2016)in its current form.

We believe that with its continued focus on further natural resource utilization; like large scale commercial mining and its insufficient goals and strategies for food self-sufficiency and sustainable development of our marine and coastal resources, the current formulation of the MTPDP negates its very declared goal of inclusive development .

In the face of continuing ravages of climate change impacts, the mode of development that the country must take is that of conservation, protection and rehabilitation and not further utilization of our natural patrimony.

While we welcome targets for continued infrastructure development, improved financing; with the current emergency mode brought about by the ill effects of climate change impacts,these must now be channeled to improving our resiliency to natural disasters,reducing risk and overall adoption to climate change.

The high annual development growth rate target of 7-8% will drive the need for cheap but verydirty energy sources like coal fired power plants that will negate the national policy to move to renewable energy sources.
Social equity strategies and goals that remain dependent on dole-out systems such as conditional cash transfers will only be effective in the short-term but will be unsustainable in the long term. The current MTPDP have more of this short-term social safety nets and remain weak on the more fundamental asset reform requirements.

What we need is stronger political support to the completion of agrarian reform and making agrarian reform communities economically viable; long-term solution to the plight of informal settlers; municipal water delineation; building the institutional capacity of agencies tasked at upholding IP rights to their ancestral domain and the further strengthening of community-based forest management.

Mga ginagalang kong kapwa mambabatas, magandang gabi sa inyong lahat. Today, I rise on a matter of personal and collective privilege, to speak on behalf of one of the poorest sectors of our society, the Filipino fisherfolks. It is an opportune time to raise the concerns of the fisherfolks of our country today as we are already at the tail-end of the month of May, which was declared as Ocean Month by virtue of Presidential Proclamation No. 57 series of 1999.

As an archipelago, the Philippines has an estimated 2.2 million square kilometres of sea and around 18,000 kilometers of coastline. It is blessed with abundant marine and aquatic resources that are rich in bio-diversity and value. Our seas, rivers and lakes are among our country’s coveted wealth that has made us among the world’s largest 40 fish producing countries. In fact, we have been in the honor roll in terms of the world’s production of fish, crustaceans, molluscs, and aquatic plants where we ranked 8^th in 2003 and in 2006, and our lowest is rank 14 in 1997.

On the 27th, we will be celebrating the 27th year of the Chernobyl nuclear disaster and a new video in Youtube reminds us that even until today; a quarter of a century after, communities around the Chernobyl site still suffer from the radioactive contamination. This is an important reminder for us; as today, the level 7 (same as Chernobyl) Fukishima-Japan ongoing nuclear disaster has continued to bring bad news. The Japanese government expanded the "no-go zone" from the plant. They also announced that it may take nine (9) months to fully contain the situation.

As debate on the problems of nuclear energy option, today we also read new reports on the potential of biofuees for supplying 27% of transport fuel by 2050. The 130M$ grant for renewable energy projects with the Department of Environment in the Philippines, together with reports on the entry of Ayala company into hydro energy

Anti-incinerator and ecowaste activists continue to oppose waste to energy technologies being positioned as climate change solutions in the Philippines.

A study from Brazil showed that sugarcane cools climate but only where it " ... is grown on areas previously occupied by crops or pastureland, and not in areas converted from natural vegetation. It is also important that other crops and pastureland do not move to natural vegetation areas, which would contribute to deforestation."

This is a reaction to the Manila Times article entitled "Aquino MTPDP proposes nuke plant" published April 5.

I wish to play witness to two events in the process of formulating the Medium Term Philippine Development Plan (MTPDP 2011-2016) that we know of where the proposal for nuclear energy program was discussed.

Partido Kalikasan (Philippine Green Party), joined the National Consultation of the MTPDP. We openly opposed the formulation then of a "National Nuclear Energy Program" as one of the targets of the MTPDP. The MTPDP infrastructure planning committee where this was discussed agreed to withdraw this proposal but in the plenary presentation, they still mentioned this as part of the alternative sources of energy that should be studied.

In the inter-planning committee workshop that followed weeks after, the Civil Society representative Pastor Delbert Rice raised opposition against even the inclusion of a study on nuclear energy as an alternative source in plenary. NEDAs Paderanga who chaired this session noted this position.

Let it be known publicly that we opposed this proposal from the very beginning. The article of Mr. Amojelar; where he noted that Paderanga said this proposal was "...one of the possibilities that was mentioned during the consultation with the civil society as an alternative source of power" must be updated to also say that the civil society representative and Partido Kalikasan opposed this proposal.

Now that the MTPDP has been "approved in principle", the public can now judge the stand of this current government on nuclear energy program.

Aquino MTPDP proposes nuke plant

THE Aquino administration has proposed the establishment of a nuclear power plant in its Medium Term Philippine Development Plan (MTPDP) for 2011-2016, according to the country's socioeconomic planning chief.

Socioeconomic Planning Secretary Cayetano Paderanga told reporters that the proposed nuclear plant in the draft MTPDP is just one of the possibilities that was mentioned during the consultation with the civil society as an alternative source of power.

"The assessment of the nuclear source of energy as a safe source will depend on scientific judgments which we hope Philippines society will be able to get," Paderanga said.

While the government is looking for alternatives sources of power, he however said the government has yet to secure a specific proposal for a nuclear plant.

The planning chief said the construction of a nuclear power plant will depend on the recommendation of the Department of Energy (DOE) and the National Economic and Development Authority (NEDA), which the President chairs.
"We have solar already, we have wind turbines in the north so those things actually they are projects that are proposed to do to look into those things," Paderanga said.

Earlier, non-government Freedom from Debt Coalition (FDC) bucked the government plan to look into nuclear power as a solution to the country's supply woes.

FDC revived its opposition after massive explosions rocked Japan's Fukushima Daiichi nuclear plant, which was damaged during last week's 8.9-magnitude earthquake and 10-meter high tsunami.

"All attempts at reviving the Bataan Nuclear Power Plant must be quashed and the nuclear option indicated in the government's economic blueprint junked," Ric Reyes, FDC president, said.

"We should learn from Japan," Reyes said, adding that the Philippines and Japan are situated on the edges of the Pacific Ring of Fire.

According to FDC, the Aquino administration is still considering nuclear energy as reflected in the draft MTPDP, the government's economic blueprint which identifies growth sectors for the next six years.

Under Chapter 4 (2.2) of the draft MTPDP 2011-2016, the government will pursue the strategy of alternative technologies in power generation such as nuclear power

Partido Kalikasan (PK) lauds Father Pete Montallana of the Save Sierra Madre Movement (SSMN) for his courageous expose of the continuing illegal logging in Northern Quezon despite PNoy's EO 23 imposing moratorium on the cutting of logs in p...rimary and secondary forests nationwide.

While we continue to join more and more groups in pushing for the Sustainable Forest Management Bill currently pending in Congress to further institutionalize the policy gain from EO 23, we recognize that policies are only as good as they can be fully implemented.

Father Pete's expose shows that the government's current EO is being violated as early as now.

This is a clear test of the resolve and political will of the President and DENR Secretary Ramon Paje whether they are truly serious about this policy or if this was just another one of those PR stint to raise their respective ratings.

This is important now with the sudden dipping of PNoy's approval rating and Paje's need to prove himself worthy of staying at the helm of DENR with the post election political promise of DENR seemingly committed to another politician come July.

Let see how this story unfolds eventually. Do we have a government which has the political will to implement its own forest conservation policy? We will see.
